4 steps to adding students:

1. Students ENROLLED to a school. (This will be done by GST BOCES, but districts will need to update individual students).
2. Students are REGISTERED for a test administration.
3. Students are ASSIGNED to a regisration class.
4. Students are ASSIGNED to a test.
